Harrison Barnes currently has a PER of 13.9 and according to everyone on Twitter, he is set up for a max deal this summer. I can't imagine a less worthy player getting a max contract.

PER is one of the least likely tools I'd use, especially for this. I'd look at ws/48, bpm and especially RPM estimate. Only ws/48 likes him.
The decision is more about forward projection than performance now in a limited role. Age matters, as does team's current success level, spending options, etc.
Need to find some similars. Perhaps some of Batum, Parsons, Hayward, Galinari, Crowder, Aminu, Dudley, T Harris, W Johnson, etc.
New money regime and greater competition for players (first and 2nd/3rd tier) are considerations.

Not counting injury seasons like Arenas, Eric Gordon, and Brook Lopez, I like Kanter for this

Kanter fits if you rely on rpm. Use box score metrics and he generally doesn't. BPM rated Kanter last season far lower than other boxscore metrics but he was an ok plus 1.2 and way better than previous seasons.

Worst recent performances after signing a max or near max deal would include E Gordon, Hibbert, and D Rose.
