John Williamson led the Nets for 33 games one year.
Before that he played with Erving, and after that he played with Bernard King.

Yeah, thanks. I saw him. Wanted to be strict about the never lead part but it is a close call.

Williamson was traded by the Pacers back to the Nets during the 77-78 season, the season where he scored 29.5 PPG over 33 G for the Nets. However, the next season (78-79) he led them in scoring over an entire season, even with Bernard King on the roster.
Also, Westbrook has only played 4+ seasons, and just turned 24 years old. So it's not really a fair comparison, because when all is said and done there's a decent chance he'll lead a team in scoring at some point in the future.
A better comparison would be highest career PPG
among seasons when he was 25 or under for a player who didn't lead his team in PPG
among seasons when he was 25 or under:

There's a few names on that list who pop out. The first ones I noticed were Larry Kenon, Pistol Pete, Juwan Howard, Keith Van Horn, Jo Jo White, and yes, John Williamson. I'm sure there are more you can turn up.

Thanks for the clarification on Williamson. I missed that detail.
Thanks for the additional list. I was looking ahead at total career but it is good to look at the early stage too.
I was trying to help someone else with a question. I've given it the search time I am going to give it.

I missed it as well! Bernard led the team in points scored; but in 8 fewer games, Super John led in PPG.
The '79 Nets made the playoffs but bombed out 0-2 in a mini-series against the Sixers.
Williamson averaged 29.5 PPG in the 2 games, shooting 37% and earning
minus -.092 WS/48.
His 31 FGA/G is topped only once in playoffs since 1967 -- Jordan in 1986.
