Is there any calculator to calculate PER? Is there a specific formula for a high school PER?

I will point out that, depending on what you want this for, there are likely better (and easier to calculate) metrics available.

The MagicMetric is easy to use for High School rankings as it only uses commonly available stats, and all of the coefficients can be derived for any given value of a possession. My suggestion is to use .8 points per possession as a target for high school productivity. In this case, the formula derives as:
MM8 = (1.8 FG2made) + (0.9 FreeThrowmade) + (3 FG3made) + (0.5 Rebounds) + (0.9 Assists) + (0.6
Blocks) + (.8 Steals) - (0.5 MissedFieldGoals) - (0.4 MissedFreeThows) – (.8 Turnovers)
I call this MM8 to distinguish from the normal metric for NBA and college competition based on a 1 point per possession assumption.

Why not base this metric on the average pts/poss for each game?
If your guys average 1.0 ppp and give up 1.2 ppp, have they done better than
averaging .9 and giving up .7 ?
In the NBA, 30 teams play one another multiple times. In the amateur ranks, there's almost no limits to the relative strength of the competition.
