He may have / use Synergy but is that enough for the title to be "embraces analytics"? Synergy is advanced data. I wouldn't say looking at that is enough for embraced analytics. All the quotes from him are old school.

Seems to be misconstruing looking up at advanced stats with analytics. Still, the fact he'd even look them up is marginally impressive for someone of his age. Seem to be overselling it quite a bit though.

The article is too short and incomplete to make much assessment.
He is a scout. Others have their roles in what I called analysis but probably should have called quantitative analysis or advanced quantitative analysis.

If you had lots of time and inside access this might be a cool project:
Give scouts a vocubulary they are used to but standardized and limited for x dimensions (physical, skills, whatever) of a player and use numbers, letters or words to grade draft prospects. Map the set of grades and determine a way to roll-up the comment scores.
Have analysts do quant analysis projections.
See who does better. Modify the scout system to optimize its performance. Find a crosswalk between the two systems. Modify the analytic system with scouting insights. Produce the best performing hybrid system. Would take years or many years to optimize / stabilize but might be worth it. Instead of subjective blending of the guidance of the 2 systems, try for more objective. Instead of arguing which is better or relying on one, actively research how to use both to do better and understand different voices.
